Aviation Operators
Matters that are specific to aviation operators include:
Before going to the operators premises the Verifier must perform certain functions as laid out in the EU Monitoring and Reporting Regulations. A Strategic Analysis and Risk Analysis is performed, and a Verification Plan prepared.
The process for small emitters is simpler and may not involve a site visit as most of the information will be available to the Verifier from Eurocontrol.
The Operator will have included the Annex 1 flights and the fuel used during the year in their Emissions Report. The Operator will have given the Verifier temporary access to the Eurocontrol billing system from which the flights can be checked. A considerable portion of the verification work can therefore be done beforehand. At the Aircraft Operator’s premises, the person responsible for Monitoring and Reporting is interviewed. The monitoring Plans for Annual Emissions and Tonne-Kilometres,as well as the approval of the competent authority are reviewed.
The method by which information flows from the cockpit of an aircraft to the office and how the data is handled from there is reviewed. Fuel purchase records and the method used to cross check fuel purchased to fuel used is also examined. Evidence of fuel meter accuracy is checked, as are maintenance records of metering systems. The method of ascertaining Great Circle Distance between aerodrome pairs is checked and also the procedure for ensuring that passenger numbers and the weight of freight carried is correct.
Back at the Verifier's offices the Monitoring Plans, the Approval of these and the Emissions and Tonne-Kilometre Reports are reviewed by a Reviewer, along with the Verifiers recommendations. Only when the Reviewer concurs with the Verifier's recommendations can the report be signed as verified. The verified report and a verification statement are then issued to the Operator for forwarding to the Competent Authority.
