Matters that are specific to stationary installations include:
Before going to the Permit Holder's installation, the Verifier must perform certain functions as laid out in the EU Monitoring and Reporting Regulations. A Strategic Analysis and Risk Analysis is performed, and a Verification Plan prepared.
The Operator has included the activity data from the various fuel streams and the other factors which depend on the annual quantity of emissions in his report. A considerable portion of the verification work can therefore be done beforehand. On the Permit Holder's premises, the person responsible for Monitoring and Reporting is interviewed. Calibration certificates are inspected. Emission sources such as boilers, CHP Plant etc. will have been seen earlier in the contract period, but relevant meters are read.
Records of all fuel usage are examined. Invoices and delivery dockets are needed rather than summary spreadsheets. Year end stock takes are checked. Sufficient data should be available to enable the Verifier to calculate the annual emissions from fuel usage without reference to the Operator's Emissions Report.
Back at the Verifier's offices, the GHG Permit, Monitoring and Reporting Methodology and the Emissions Report are reviewed by a Reviewer, along with the Verifiers recommendations. Only when the Reviewer concurs with the Verifier's recommendations can the report be signed as verified and a verification statement issued.
